Implementation plan for health center supply chain:
Needs Analysis:
INGOs / NGOs, Businesses operating in Liberia in the healthcare deliveries and other sectors,
mostly have a logistics and supply chain department to respond to their supply chain needs.
To successfully accomplish this, they have to recruit a variety of operational professionals
ranging from procurement, warehouse, and transport personnel.
This comes with a lengthy recruitment process and other challenges like not finding the right
profile at the right time.
Some organizations or businesses resorted to bringing in international staff to fill in or
outsource the supply chain component to other international organizations or services
providers.

From 2021 to 2023, we carefully observed the County health management team and other international Non
Governmental Organizations operating in Grand Gedeh, Grand Bassa and Rivercess Counties respectively.
Their supply chain approaches to getting health commodities to the health centers has been moving
commodities from the central warehouse in Monrovia by trucks to the County central warehouse and from
there, districts health centers are supplied with NGOs cars or with County ambulances.
However, this has been with many difficulties.
We did observe over this time period that the health centers in the districts frequently experience the
following difficulties:
1- Stock out in medications
2- Stock out of IPC materials
3- Stock out of stationeries
4- Stock out of equipment.
We also observed that organizing the logistics from Monrovia central warehouse to the Counties central
warehouses and from the Counties central warehouses to the district health centers poses significant
challenges due to the following factors:
1- Poor inventory management
2- Poor storage condition
3- Poor needs forecasting
4- Bad road condition
5- Getting through bureaucratic bottleneck on logistic financing
6- Lack of mobilities (vehicles and etc)
Due to these challenges, district health centers are often not adequately supplied with much needed
medications, IPC materials and medical equipment.
(Restock as it is called)
And the end result is some patients not receiving treatment and this can sometimes lead to loss of life.
